PPA’s New “Contractor Parking Permit” Regulations

Bill No. 210928 was passed by Philadelphia City Council on November 17, 2022, and signed by the mayor on November 30, 2022. The new law authorizes the Philadelphia Parking Authority (PPA) to change its contractor parking permit regulations, effective October 1, 2023. The renewal and/or application process opened on Friday, July 14, 2023.

Key changes include:

    The Contractor Parking Permit must be used “in connection with contracting work.”
    Parking under a Contractor Parking Permit shall be limited to a maximum of nine hundred (900) hours for each six (6) month period the permit is valid.
    The system established by PPA to record hours parked must be used while parking in any location where special contractor parking is authorized.
    Parking for periods of time beyond the maximum allowed for a Contractor Parking Permit shall be subject to an additional charge of $1 for every hour exceeded.
    Each Contractor Parking Permit shall be issued or renewed for one particular vehicle, shall be valid for six (6) months, and may not be transferred to another vehicle.
    Between the effective date of this ordinance and January 1, 2024 the fee for a Contractor Parking Permit shall be $150.
    Effective January 1, 2024, the fee for a Contractor Parking Permit will be increased to $300.
    After July 1, 2024, PPA may revise the fee by regulation with certain limitations.
    PPA shall make no regulation before July 1, 2027 increasing the number of parking spaces designated as "Contractor Placard Not Valid This Block.”
