Year-End Government Affairs Report
Although City Council has recessed for the holidays until January 23, 2025, the BIA will continue working on several legislative proposals we think will improve the real estate development landscape AND help the City of Philadelphia achieve its goals.
The consistent advocacy efforts by BIA President Mo Rushdy have earned the BIA an integral role with the Administration. Our reputation as a credible and practical resource has grown. BIA board members serve as chairs of the Mayor’s Planning and Development Business Roundtable and the Philadelphia Historical Commission and have representatives on several other boards and commissions. We provided recommendations to the Tax Reform Commission and regularly make suggestions designed to streamline city processes related to development and construction.
Below is a list of bills we tracked this year and will continue to monitor in 2025. The Center City 76ers arena legislative package passed City Council with strong support from the BIA.
Bill No. 241064 was introduced by Council Member Ahmad and would significantly increase zoning requirements for electric vehicle charging stations. The BIA is negotiating with the sponsor for amendments to reduce the requirements and their exorbitant costs.
Bill No. 240304 would require applicants to name adjacent property owners as “additional insured.” The BIA is still monitoring this bill and discussed the implications with insurance brokers in our membership.
Bill No. 240427 would discourage and eventually eliminate non-conforming uses and structures. The BIA opposed this legislation but it is currently on the final passage calendar.
Bill No. 240098 is being held in committee, but would add requirements for Economic Opportunity Plan approval. The BIA is opposed to this legislation in its current form.
At the state level, the BIA successfully helped advocate for additional time to review and amend SB1230 and suggested amendments to the residential construction and consumer protection bills, which are currently under consideration. We are also working with PA Representatives and Senators on statewide policies that would help address the housing crisis.
